The former UFC star – real name Phil Brooks – is currently in rehab for the torn tricep.
But Punk revealed he will be at The Grandest Stage of Them All in Philadelphia.
He told the WWE: “Do I plan on being at WrestleMania?
“WrestleMania is in Philadelphia. What are the first four letters in Philadelphia? Phil. You can’t have WrestleMania in Philadelphia without Phil.
“Whether I’m invited or uninvited, it never matters to CM Punk, he’ll be there.”
WrestleMania 40 is spread over two days, April 6 and 7 with The Rock and Roman Reigns facing Rhodes and Seth Rollins on the first night.
The following evening, Rollins faces McIntyre for the World Heavyweight Championship.
And amid Punk’s feud with McIntyre, fans are convinced his presence at Mania will play into Rollins’ hands.
One said: That means Seth is retaining the title.”
Another added: “He might at least show up to cost Drew McIntyre.”
One predicted: “I wouldn’t be shocked is CM Punk costs Drew McIntyre the World Heavyweight Championship at WrestleMania.”
Another put: “CM Punk might cost Drew that title match at Wrestlemania 40.”
