However, it appears that the midfielder will be moving to the London Stadium for the remainder of the season.
Phillips, 28, has agreed to personal terms and the clubs have agreed terms, according to Fabrizio Romano.
The report also claims that West Ham will have an option to make the move permanent in the summer.
Sky Sports have added that the option to buy Phillips is worth up to £34million.
Phillips is expected to have a medical on Wednesday ahead of sealing the move.
It is thought that Phillips has wanted guarantees over his game-time in East London.
This is to boost his chances of making it into Gareth Southgate‘s England team for Euro 2024.
The Englishman will have to compete with Edson Alvarez, James Ward-Prowse, Tomas Soucek and Lucas Paqueta for a spot in David Moyes‘ team.

Phillips has not played a lot of football this season, having only made 10 appearances in all competitions.
He has scored one goal, which came in the Champions League win over Red Star.
In the Premier League, he has only made four appearances for the Citizens with his game time being limited.
Phillips moved to Man City in 2022 as he signed a six-year contract following his £45m switch from Leeds.
