As part of the redevelopment, the public riverside space to the west of The Rec will be widened.
The proposed capacity of the stadium, which currently seats around 14,500, will also increase to 18,000.
The new stadium design was influenced by stakeholder and public feedback obtained during previous consultations.
Bath Rugby plans to submit the proposal to Bath and North East Somerset Council this summer.
However, several angry residents are opposing the plans with one saying they “must not be allowed under any circumstances”.
NP Wilby told SomersetLive: “The view from the parade gardens has been blocked of the beautiful vista for many years due to this ugly building along the riverside.
“I cannot imagine anything different if a larger stadium construction goes ahead.”
Gerry Jones believes plans to build a new Lidl at the club’s Lambridge training ground “could be linked”.
He said: “The present Lambridge site is more than big enough to accommodate a sympathetically designed stadium with all the necessary facilities.
“But, if the Lidl deal is finalised, the remaining area would be too small leaving the Rec as the only feasible option. This would put BANES under pressure to approve a planning submission.”
Bath Rugby Chief Executive Tarquin McDonald said: “After decades of conversation, we are confident the plans we will submit this summer will both excite and reassure the people of Bath.
“Our club, your club, is the heart of our city and now is the time to bring a stadium that will service world-class men’s and women’s rugby, and our community, all year-round.”
The Sun has contacted Bath Rugby for comment.
