City are now just two points behind with two games in hand.
And Pep Guardiola’s men are looking increasingly likely to swoop for a historic treble by the end of the season.
Arsenal fans were left gutted by the result after watching their side lead the title race all season.
But Merson knew it was game over when City went 2-0 up on the stroke of half-time.
John Stones headed past Aaron Ramsdale to double his side’s lead following Kevin De Bruyne’s stunning opener.
However, the defender’s strike was initially ruled out for offside by the linesman.
And he was left with a nervy wait as VAR checked replays.
The cutting-edge technology actually showed Stones was well onside thanks to an outstretched foot from an Arsenal defender.

And Gunners icon Merson was left completely resigned as he sadly congratulated City on moving into pole for the title.
Merson gloomily said live on Sky Sports: “He’s onside! Goal, he’s onside, it’s a goal.
“It’s onside, game over. Game over, it’s a goal. VAR tell Stones, you’re onside mate, it’s 2-0.
“You’ve just won the league. Here we go. What’s the linesman doing?
“To be fair his body looks like it’s offside, fair play he’s well onside in the end.
“2-0, great ball, great header, thoroughly deserved, they should be at least 2-0 up.
“You wouldn’t want to be coming out in the second half here. 2-0.”
