According to Fabrizio Romano, United have sent their first verbal proposal to Atalanta.
The bid is said to be worth an initial £43million plus a further £8million in add-ons.
However, the Italian side are reportedly holding out for at least £60million if they are to sell Hojlund this summer.
PSG remain keen on a move and are in talks with the player’s representatives.
United have already agreed personal terms with Hojlund over a move to Manchester.
Hojlund still has four years remaining on his contract in Italy, having only joined Atalanta from Sturm Graz last summer.
The Danish striker scored 10 goals in 34 appearances for the club last term.
He has also bagged six times in six caps for Denmark since making his debut last September.
