Terrell Agyemang, Rowan McDonald and Benjamin Mendy have also been named on the list.
The official list has been submitted to the Premier League, who note that a player’s status may have changed since being submitted.
Gundogan has been heavily linked with a departure this summer despite the fact Pep Guardiola wants to keep the midfielder.
Arsenal are eyeing the Treble-winning skipper and are prepared to offer him a longer deal than City.
The Citizens initially offered Gundogan a one-year deal but improved their terms by adding an extra year.
However it has been claimed that both clubs have lost out to Barcelona, with the 32-year-old believed to have been offered a three-year deal with the LaLiga giants.
Guardiola is a big fan of the midfielder having made him his first signing for City when he joined the club in 2016.
He said of his future: “I said about the contract, the club is involved and knows my opinion. They are above me, we take the decision together, good and bad.
