Bayern, who had wanted to do a £60million deal, believe Kane wants a move to Germanywith only one year left on his deal.
Yet although Levy would listen to offers north of £100m, he previously insisted to Real Madrid that the club’s star player is not for sale.
Kane is set to be on the plane to Australia tomorrow for the start of Spurs’ pre-season tour with the team facing West Ham in Perth on Tuesday.
The striker is out of contract at the end of this season and it has been reported in Germany that Bayern made a bid last week.
Spurs denied a bid had been received and are still not entertaining the thought of their prized asset leaving this summer.
He is currently on a basic wage of £200,000-a-week although that increases to up to £300,000-a-week with bonuses.
Yet Bayern have the cash to comfortably beat that amount and Spurs have a new deal ready to go if Kane wants to sign it.
Manager Thomas Tuchel is a huge fan of Kane and tried to sign him two years ago when Chelsea boss.
But Kane insisted there was no way he could consider joining one of the club’s London rivals.

However, he may want to move to serial title winners Bayern to secure a first major trophy of his career.
Bayern are in Japan on their pre-season tour, when Spurs are in Australia, Singapore and Bangkok.
Kane is desperate to one day beat Alan Shearer’s Premier League goalscoring record of 260 and is currently on 213, with 280 Spurs goals in total.
He can leave for free in a year’s time and it is understood he was impressed with new Spurs boss Ange Postecoglu when the pair met for the first time this week.
