Chelsea have confirmed that Richards, 17, will join up with them after his 18th birthday.
Whisper is set to turn 18 on November 10 later this year.
The prolific forward joined the Phoenix Allstars Football Academy aged 11.
Richards’ development with the Kingston-based academy saw him earn his full international debut earlier this year.
He featured twice in quick succession for The Reggae Boyz against Trinidad & Tobago.
While he earned his third cap, against Qatar, earlier this month.
Richards bagged 31 goals and laid on 19 assists while playing for Kingston College.
He also faced English opposition at the 2022 Manning Cup.
