DRIVERS forced to swap cars by Ulez are left in limbo by an “incompetent” scrappage scheme.

A Transport for London backlog is making them wait for a crucial £2,000 grant, they claim.

It is meant to help them buy a vehicle that can travel in the expanded green air zone without paying a £12.50 daily charge.

Drivers need insurance, road tax and MOT to be eligible — but some policies expire by the time an application is considered.

Many motorists struggle to sell their old car leaving them thousands of pounds out of pocket when they buy a new one.

Midwife support worker Theresa Rice, 42, had six days’ insurance left on her 2007 diesel Seat Altea and claims her application was not checked for ten days.

Husband Daren, 56, of Wembley, North West London, said: “The car was insured at the date of application as they asked.

“My wife filled out all the online forms, made sure it was MOT’d and we had a V5 document.

“They turned it down because they couldn’t be bothered to look at it for over a week.

“It reeks of incompetence.”

The couple parked it on a friend’s drive after buying a 2009 petrol Ford Ka so Theresa can keep delivering babies at Hillingdon Hospital.

Daren added: “We are left with no choice.

“I’m worrying about how other Londoners living on the breadline will cope.”
