Washington can play anywhere in the attack but is most often deployed as a striker.
The 18-year-old began his career at Gremio before moving to Santos in 2016.
He signed a professional contract aged just 16 and has since played nine times for the Sao Paulo-based club, scoring two goals.
He only signed a new contract in April, but Chelsea‘s interest has forced him away.
French side Monaco were also keen as Santos wanted to sell to help balance their books.
Washington has joined for a reported £14.5m with an additional £2.5m coming in add-ons.
He follows his old Santos team-mate Angelo Gabriel in moving to West London this summer.
The deal will take Chelsea’s spending close to the £1bn mark since Todd Boehly took over as owner.
